Homegrown Marijuana Registry (non-commercial)

Implementation

Individuals who are 21 years of age or older are mandated by Commonwealth law to register for a Homegrown Marijuana Registry Card in order to produce, process, keep or store homegrown marijuana at a household or cultivation site approved by the CNMI Cannabis Commission (Commission). The card is valid for one year.

Marijuana Registry

 The Marijuana Registry is a record maintained by the Commission of the names and addresses of persons who are 21 years of age or older, or medical marijuana patients authorized to produce, process, keep, or store homegrown marijuana at a household or a cultivation site for noncommercial purposes. Pursuant to CNMI Public 20-66, the Commission has the authority and duty to maintain strict confidence of the Registry. By Law, the Commission is prohibited from releasing names under the Homegrown and Medicinal programs including employers of those registered. 

Enforcement

Public safety is a top priority of the Commission. The CNMI Department of Public Safety and all law enforcement officers within the Commonwealth shall enforce this Act and assist the Commission in detecting violations and apprehending offenders. Each law enforcement officer having notice, knowledge or reasonable ground of suspicion of any violation of this Act shall immediately notify the Department of Public Safety, the Commission, and the Office of the Attorney General of such violation.
